The 5th Specialized Competitive Exhibition of measuring tools, testing and laboratory equipment “Metrology-2009” and the First All-Russian Symposium of Metrologists associated with the World Metrology Day were successfully held in Moscow, in hall 55 of the All-Russian Exhibition Center (AREC), from May 19 till May, 2009.

“Metrology-2009” is the biggest specialized event in the field of metrological assurance of high quality, reliability and safety of finished products, organized by the Federal Agency for Technical Regulation and Metrology (RosTekhRegulirovanie) and supported by a number of international and governmental agencies: BIPM, OIML, EUROMET, Coomet, the Central Office of the Government of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Federal Science and Innovation Agency of the Russian Federation (Rosnauka), the Federal Space Agency of the Russian Federation (Roskosmos).

In spite of the slump in the industrial sector of the Russian and global economy, the exhibition indicated a considerable increase of: the exposition area from 2500 to 3000 m2, number of exhibitors from 108 to 143, visitors - from 3922 to 5098, which emphasizes the importance of the event for high-technology industries in Russia.

The three day activity of the event was covered by 32 representatives of mass media.

RosTekhRegulirovanie actively cooperates with the relevant ministries, federal agencies, state corporations on a variety of projects, which directly contributed to opening at the exhibition of collective expositions of Metrological Service of the Ministry of Defense of the Russian Federation, the Russian Corporation of Nanotechnologies (Rusnano), State Atomic Energy Corporation (Rosatom), Russian Railways, JSC.

RosTekhRegulirovanie was represented by two collective expositions of subordinate organizations: 12 standardization, metrology and certification centers and 10 metrological institutes.

Thus, the sponsors of the exhibition managed to gather on the same site major manufacturers, customers, designers, standard-holders and regulating authorities, which is a unique result.

One of the priorities of the Management is to attract Russian and foreign exhibitors and visitors.

143 organizations from 8 countries of the world (Russia, the USA, Japan, Germany, Italy, Austria, Belorussia, and Ukraine) took part in the events held in 2009.

The visitors of the exhibition included over 5,000 specialists of industrial enterprises, scientific and research centers, construction design offices and business representatives from Russia, CIS and far-abroad countries (Japan, China, Bulgaria, Poland, Albania, Latvia, Egypt, Syria and Libya).

The exhibitors demonstrated the latest innovative developments in the field of measuring tools for all branches, diagnostic equipment, nondestructive inspection aids, testing stands, high precision industrial machines, measuring complexes for the sphere of nanotechnologies, double purpose measuring tools, analytical devices, laboratory equipment and medical measuring complexes.

On May 19, at the solemn opening ceremony the following people spoke greeting the exhibitors and the guests: V.N. Krutikov, Deputy Director of Federal Agency for Technical Regulation and Metrology; N.A. Obysov, Adviser Director General of the State Corporation “Rosatom”; V.V. Ivanov, Director of the Certification Center of the State Corporation “Rosnano”; S.V. Strelov, acting Director of the Metrological Service of the Ministry of Defense of the Russian Federation; V.M. Lakhov, Head of Metrology Office of RosTechRegulirovanie; I.G. Zimin, Director General of “WestStroi Expo” company.

An extract from the greeting speech of V.N. Krutikov, Chairman of the Organizing Committee of the Exhibition “Metrology-2009”: “Dear colleagues, the opening of the exhibition coincides with a number of important dates: on May 20 the whole world celebrates the World Metrology Date, and we also celebrate the 175th anniversary of D.I. Mendeleev – not only an outstanding chemist, but a metrologist as well. It was him, who laid down the foundation for metrological support of such a huge country as Russia. And, thirdly, the primary law on the unity of measurements comes into force this year.”

An extract from the greeting speech of S.V. Strelov, acting Director of the Metrological Service of the Ministry of Defense of the Russian Federation: “An exhibition means not only meetings, but also exchange of experience, ideas, technologies, specific technical solutions, which allow to realize the creative potential of your teams. In terms of the technical arrangement our exhibition is not behind the recent Eurovision held in Moscow”.

Ivanov, Director of the Certification Center of the State Corporation “Rosnano”: “Dear colleagues, on behalf of Rosnano corporation I want to wish everyone good luck, achievement of great results by the exhibitors in their joint developments for metrology and nanometrology, which the corporations pays great attention to”.

An extract from the greeting speech of N.A. Obysov, Adviser Director General of the State Corporation “Rosatom”: “This is metrology that helps a human to survive in this technogenic world. Nuclear energy industry added to complicating the human life, and the metrological service makes every effort for people not only to survive, but to prosper. I wish every one of you to establish inter-industry contacts for this purpose”.

One of the primary objectives of the Organizing Committee in 2009 was to hold the technical exhibition and the scientific and business program in a uniform format.

On May 19 and 20, in the framework of the exhibition the first in the contemporary history of our state All-Russian Symposium of Metrologists took place, dedicated to the 175th anniversary of D.I. Mendeleev – an outstanding Russian scientist, initiator and chief of works on establishing verification offices in Russia. 32 reports on the most topical issues in the field of metrology, standardization and certification were offered for an open discussion by the major exhibitors and special guests from the International Bureau of Weights and Measures (BIPM), International Organization of Legal Metrology (OIML), standardization, metrology and certification committees of Belorussia, Kazakhstan and Ukraine, Metrological Academy of the Russian Federation etc.

The presidium of the first All-Russian Symposium of Metrologists was chaired by: V.M. Lakhov, Head of Metrology Office of RosTechRegulirovanie; L.K. Isaev, Deputy Chairman of BIPM; N.A. Obysov, Adviser Director General of the State Corporation “Rosatom”; A.S. Evdokimov, Deputy Director of Federal State Institution “Rostest-Moscow”, and V.U. Ivanov, Coordinator of Programs of Deputy Director for Science of Federal Unitary Enterprise “The Russian Research Institute of Metrological Service”.

Greeting speeches were made by A.J. Wollard, Director of The International Bureau of Weights and Measures (BIPM); I.V. Borovkov, Deputy Director of the Central Office of the Government of the Russian Federation; G.I. Elkin, Head of RosTechRegulirovanie; A.B. Chubais, Director General of the state corporation “Rosnano”; S.V. Kirienko, Director General of the state corporation “Rosatom”.

V.M. Lakhov, Head of Metrology Office of RosTechRegulirovanie, spoke at the opening of the plenary session of the symposium: “On behalf of the Ministry of Industry and Trade of the Russian Federation, the Federal Agency for Technical Regulation and Metrology, I congratulate you with the coming date of the World Metrology Day. This newly appeared holiday confirms a huge significance of metrology for all the spheres of human life. The motto of our symposium – Metrology supporting economic development is more than actual”.

Metrologists paid a special attention to the report of L.K. Isaev about the 10th anniversary of signing the International Agreement CIPM MRA, which is one of the key papers evidencing the world recognition of the measurements’ accuracy.

On the closing day of the exhibition, a solemn ceremony of awarding the winner of 2009 of the All-Russian Competitive Exhibition Program “For measuring units”, held on the basis of the expert committees of Federal State Institution “Rostest-Moscow”, 32 Research and Development Testing Institute of the Ministry of Defense of the Russian Federation.

A primary objective of the competition is a certification of devices and equipment relating to various tools of measurement, diagnostics, testing or analytics, for assurance of their compliance with the high metrological characteristics and quality.

The prize winners were awarded by: V.M. Lakhov, Chairman of the Competition Commission, Head of Metrology Office of RosTechRegulirovanie; A.S. Evdokimov, Deputy Director of Federal State Institution “Rostest-Moscow”; V.V. Shvydun, Co-Chairman of the Expert Committee, Deputy Head of 32 Research and Development Testing Institute of the Ministry of Defense of the Russian Federation; N.P. Muravskaya, Deputy Chairman of the Competition Commission; I.G. Zimin, Deputy Chairman of the Organizing Committee of the Exhibition; A.B. Puchkov, Director of the Exhibition.

Total number of different purpose devices and equipment presented to the competition commission was over 200 types from 90 companies. By the collegial decision, the competition commission summarized the results as follows: Quality Mark in one of the five nominations was awarded to 62 measuring tools from 32 companies; Gold Medal of the exhibition “Metrology” was awarded to 46 tools demonstrated at the exhibition and 15 companies for the expositions presented. Platinum Medal “Double Purpose Measuring Tools” was awarded to 8 civil and military purpose tools from 6 companies.

At the awarding ceremony of the competitive program participants, A.S. Evdokimov, Chairman of the Expert Committee, Deputy Director of Federal State Institution “Rostest-Moscow” said: “Owing to our exhibition we understand that metrology is and will be alive. We see that we do have manufactures of metrological facilities, and our measuring tools, testing and laboratory equipment is no worse, but even better, which is evidenced by the awarded Quality Marks and Medals”.

V.V. Shvydun, Co-Chairman of the Expert Committee, Deputy Head of 32 Research and Development Testing Institute of the Ministry of Defense of the Russian Federation emphasized: “This year, the Organizing Committee of the Exhibition found it possible to introduce a new nomination within this event, which is awarded to measuring tools and double purpose products, in order to promote them in the domestic and international market”.

The results of the competitive program of 2009 have been entered into the official register of Federal State Institution “Rostest-Moscow” and are publicly available at the web-sites of the expert committee, the exhibition “Metrology” and are published in mass media publications.

In his closing speech, V.M. Lakhov, Head of Metrology Office of RosTechRegulirovanie resumed: “In spite of the crisis situation, the exhibition succeeded, and we can see about 30% more exhibitors, the demonstrated exhibits, visitors, as compared with the last year. All this inspires optimism that metrology will take a worthful place in Russia and will contribute to help the country overcome the crisis and go on developing. My congratulations to you! Thank you for your participation. I am sure next year there will be more of us number!”
