FINAL PRESS-RELEASE

The 6th International Competitive Exhibition of Measuring Tools, Testing and Laboratory Equipment "MetrolExpo-2010" and 2nd Moscow International Symposium of Metrologists "InterMetrologySymposium-2010" devoted to the World Metrology Day and held on May 18-20, 2010 at the All-Russian Exhibition Center (VVC) in Moscow completed their operations successfully.

"MetrolExpo" is the largest international forum for high precision, quality and safety of production and finished products as well as a b2b venue where major consumers and manufacturers of metrological support products can get together.

The Federal Agency on Technical Regulating and Metrology (Rostekhregulirovaniye) is the organizer of the event with the support of the Office of the Government of the Russian Federation, Ministry of Industry and Trade of the Russian Federation (Minpromtorg of Russia), Ministry of Science and Education (Minobrnauka), Federal Space Agency of the Russian Federation (Roscosmos) and a number of such international organizations as BIPM, OIML, EUROMET and Coomet.

The event demonstrates steady growth dynamics of up to 30% by all key indices from year to year.

In 2010 the exhibition managed to attract more than 200 participating companies to the exhibition area exceeding 4,000 square meters, and proved to be an international event because such countries as the United States, United Kingdom, Germany, Italy, France, Japan, China, Ukraine, Belarus, Kazakhstan, etc. took part in it.

The event was focused on the development of its business program. The Symposium of Metrologists acquired the status of an international event in 2010. It was held as a part of the exhibition, and major consumers and manufacturers of metrological support products delivered over 100 reports as a part of eight industrial sections.

About 70 leaders of the Russian industrial sector delivered their reports devoted to the metrological support system in their organizations directly at the symposium.

Federal Agency on Technical Regulating and Metrology cooperates with a number of state corporations on an active basis. The following organizations presented their latest achievements in the field of metrology, standardization and certification: Russian Corporation of Nanotechnologies (RUSNANO), State Atomic Energy Corporation (Rosatom) and JSC Russian Railways.

Rostekhregulirovaniye was presented by two large joint expositions of its subordinated organizations: 21st Regional Center for Metrology, Standardization and Certification (CSM) and nine metrological institutes, which reflected the key goals and lines of the Federal Agency’s activities to the full extent.

It is important to note that "MetrolExpo-2010" is a unique forum because it is the only venue in Russia where the largest consumers and manufacturers of measurement, control and diagnostics products as well as test and laboratory equipment from all industries as well as research and development organizations, standard keepers and regulating authorities can get together face to face.

The key goal set by the event managers is to provide all the participants with favorable conditions for efficient presentation of their products to consumers and conclusion of contracts for their sales.

Heads and experts from military-industrial complex enterprises, oil, gas and chemical industry, aerospace industry, machine building industry, nuclear industry, electrical energy industry, nanotechnologies, medicine and pharmaceutics, transportation, metallurgy, automotive industry, construction and housing and utilities infrastructure, radio electronics, communications and telecommunications, geologic exploration, and research and development organizations from Russia, CIS and other states (from Europe, East and Central Asia, North Africa and America) are invited to attend the exhibition and symposium.

 The target audience of the event includes heads of major commercial and state structures, industrial enterprises, small and medium-scale business enterprises, quality assurance directors, technical directors, managers, procurement experts, chief metrologists, metrologists and controllers, field engineers, chiefs of test and analytical laboratories, certification and medical centers, technologists, operations managers, integration managers, engineers, designers, developers, representatives of design, engineering, research and development organizations, scientists, experts, experts from special services, etc.

The events were announced mainly on the basis of direct mailing of invitations to 30,000 enterprises and organizations, advertising in specialized and industrial editions, business mass media and on the Internet, which made it possible to cover a broad target audience.

Taking into consideration the geography of the largest industrial enterprises in Russia, the exhibition directors pay special attention to inviting experts from the Urals, Siberian, Privolzhsky, Northwestern, Central and Southern Federal Districts. Regional enterprises are informed via executive authorities from the Russian republics and regions.

The participants of the exhibition demonstrated the latest innovative developments in the field of measurement products, diagnostics equipment, nondestructive control products, test equipment, accounting and control systems, high-precision industrial machine tools, measurement systems for nanotechnologies, double-purpose measuring aids, analytical instrumentation, laboratory equipment and medical measurement complexes.

The 2nd Moscow International Symposium for Consumers and Manufacturers of Metrological Support Products devoted to the 175th anniversary of the law about the Russian system of weights and measures was held as a part of the exhibition on May 18, 19 and 20.

The Presidium of the Symposium at the plenary session held on May 18 comprised the following persons: Deputy Chief of Rostekhregulirovaniye V.N. Krutikov, Deputy Director of the State Policy Department in the Field of Technical Regulation and Unity of Measurements of the Russian Ministry of Industry and Trade N.Yu. Novikov, Director of RUP BelGIM N.A. Zhagora, Head of the Metrology Administration Rostekhregulirovaniye V.M. Lakhov and General Director of the Metrology Center of the State Corporation "RUSNANO" V.V. Ivanov.

They read out welcome speeches for the symposium participants from Deputy Head of the Office of the Russian Government I.V. Borovkov, Head of Rostekhregulirovaniye G.I. Elkin, General Director of the State Corporation "RUSNANO" A.B. Chubais and General Director of the Rosatom State Corporation S.V. Kirienko.

An extract from the speech delivered by the Chairman of the Organizational Committee of "MetrolExpo-2010" V.N. Krutikov: "There are three key lines of activities for Russian metrologists now: completion of the first stage of the GLONASS program by 2011, formation of the methodological component for the nanoindustry development program and energy efficiency".

An extract from the speech delivered by the Deputy Director of the State Policy Department in the Field of Technical Regulation and Unity of Measurements jf the Russian Ministry of Industry and Trade N.Yu. Novikov: "A new law about technical regulations will come into effect by the end of this year. We consider the exhibition and symposium as a venue to reveal and discuss any points of tenderness we must eliminate in order to ensure a convenient work environment for our metrologists".

Director of RUP BelGIM N.A. Zhagora read out the speech from the Chairman of the Gosstandart (State Committee on Standardization) of the Republic of Belarus: "A common customs union of Russia, Belarus and Kazakhstan will start working in 2011, which will result in free transition of metrology technologies between our states. Of course, this will raise a lot of questions regarding confidence in the unity of measurements but I do hope we will successfully cope with this problem".

 

As a part of the symposium, there were two discussion sections on May 18 covering two of the most innovative sectors of the Russian economy – nanotechnologies and power engineering.

Representatives of the RUSNANO State Corporation, JSC NITsPV (Research Institute for Surface and Vacuum Properties), RNTs Kurchatov Institute, SMA and FGUP VNIIFTRI (National Metrological Institute of Russia) delivered their reports in the section entitled Metrological Support in the Nanoindustry. According to the participants, Russia keeps developing breakthrough technologies steadily.

Representatives of Rosatom, JSC Mosenergo, TCM Kommunikation Ges.m.b.H, JSC FGC UES (Federal Grid Company of Unified Energy System), CJSC Tek-Know, JSC Holding MRSK, ELMETRO Ltd., JSC Rosenergoatom Concern, JSC Electropribor (Cheboksary), JSC TVEL and CSOVV Ltd. took part in the section entitled Metrological Support in the Nuclear Industry and Power Industry. The need to modernize automation and protection products in the industry was the key topic of the discussion.

May 19

The largest section was held as a part of the symposium under the aegis of Roscosmos and was devoted to metrological support in the aerospace industry.

According to the participants of the section, the industry has been purchasing new metrological equipment, systems and software on a more active basis for the latest year.

 Representatives of FGUP NPO Technomash, Khrunichev State Research and Production Space Center, FGUP TSNIIMASH, Neva Technology Ltd., JSC OKB Sukhoi, FGUP VIAM (All-Russian Scientific Research Institute of Aviation Materials), INTRA TOOL Holding Company, JSC KAMOV, FGU 32 GNIII of the Russian Defense Ministry, JSC VPK NPO Mashinostroyenie, Palitra System Ltd. and FGUP VNIIFTRI (National Metrological Institute of Russia) delivered their reports. When the section was over, Roscosmos held a public meeting for chief metrologists from the subordinated enterprises.

JSC Russian Railways demonstrated the latest system of railway processes automation, held a round table with suppliers and had a section devoted to transportation metrology, standardization and certification as a part of the section jointly with OJSC Aeroflot – Russian Airlines, JSC Kamaz and Norbar Torque Tools Ltd.

Leaders of the Russian instrument-making industry – Novatest Ltd. and Metran Industrial Group – held their seminars in a separate comfortable lecture hall seating 40 visitors.

The second day has always been the busiest one in terms of the number of visitors. The participants were promoting their products on an active basis and answered the journalists’ questions:

Sartoros Ltd.: Sartorius has been the oldest manufacturer of weight machinery since 1870 with its headquarters located in Germany. It is needless to say that the quality of their equipment is very high. Experts who began using their scales 20 or 30 years ago prefer using scales of the same brand when upgrading their weighting equipment.

Volgogradelectronmash Ltd.: Our company has made a lot to develop new chambers for the past two years. Our climatic chamber has been used efficiently, first of all, in the defense complex and electronic industry. We would like to demonstrate the newest combined chamber for cold, warm, humid and solar radiation intended for complex tests at the 2010 exhibition.

Test-Systems Ltd.: We manufacture test equipment for testing nearly any materials for elongation, compression, bend and torsion including under high temperatures. Our products are highly competitive, meet all international standards and are certified according to the Russian requirements.

A lot of issues were discussed as a part of the section devoted to metrological support in the housing and utilities infrastructure and construction. According to the participants, issues of metrology and safety have recently been neglected because of reorganization of the housing and utilities infrastructure. At the same time, the program aimed at implementing complex systems for measuring electric power, water and heat has been implemented according to the schedule. Representatives of the Housing and Utilities Infrastructure Assistance and Reformation Fund (State Corporation), FGU Rostest Moscow, CJSC Monitoring Center and JSC MOEK took part in the section.

Finally, Deputy General Director of FGUP VNIIOFI (All-Russian Research Institute for Optical and Physical Measurements) N.P. Muravskaya provided a short description of urgent problems in metrological support in the field of health care.

May 20

The Forum celebrated the World Metrology Day with the participation of representatives of international organizations. Deputy Director of the International Bureau of Weights and Measures (BIPM) Prof. Michael Kuhne paid an official visit to the symposium.

The Presidium of the Symposium on the great day for all metrologists comprised Head of the Metrology Administration Rostekhregulirovaniye V.M. Lakhov, Deputy Director of BIPM Prof. Michael Kuhne, Director of FGUP VNIIMS (Russian Research Institute of Metrological Service) S.A. Kononogov, Vice-President of the International Committee on Legislative Metrology (ŃIML) L.K. Isayev and Deputy General Director of FGU Rostest Moscow A.S. Yevdokimov.

Deputy Director of the International Bureau of Weights and Measures (BIPM) Prof. Michael Kuhne delivered a report on the basis of the international welcome speech from the BIPM Director Andrew Wallard: "I am pleased to be present here at such an important event on the 135th anniversary of signing The Convention of the Metre, the most outstanding event for every metrologist, which had a huge impact on the technical and economic development of the humankind. Today the BIPM comprises 54 member states including Russia, which makes up 97% of the global trade. Over one billion dollars are invested in metrology in the world every year. The BIPM countries conduct great research and development activities to ensure the unity of measurements in the world".

Vice President of the Central Office of Measures in Poland (GUM) Wlodzimierz Popiolek thanked the Organizational Committee for invitation and proper organization, and said: "I am sure that our delegation’s visit to this forum and our negotiations will contribute to cooperation between GUM and Russian metrological institutions as well as with experts from different branches of the Russian industry that got together here. Globalization makes us ensure more precise measurements and provide total cooperation to solve the related problems".

In his report Director of FGUP VNIIMS (Russian Research Institute of Metrological Service) S.A. Kononogov touched upon global issues of modern metrology all international organizations and Russian metrological institutions are to solve: "Metrology is really a bridge to innovations. It is solving the problem of measurements in the nanometer range that enabled all of us to take a serious step to the development of nanotechnologies. Today the world community faces the most complicated problem of redefining units on the basis of fundamental constants in order not to restrain further research and technological progress".

Vice-President of the International Committee on Legislative Metrology (CIML) L.K. Isayev spoke about Russia’s contribution to the world metrology and its cooperation with international organizations: "Russia was one of the first countries to join BIPM and OIML. It is an honorary member of the organizations and occupies an important position there. In spite of all problems, Russia still occupies its leadership position in the field of maintaining its base of reference standards and quality of measurements. Russia ranks third after the United States and Germany according to the database of calibration measurement capabilities, which confirms Russia’s role in the global metrological activities".

In addition to the solemn part, the third day was distinguished by great success of three sections.

The section on metrological support in oil and gas complex where Russia traditionally occupies a strong position turned out to be the busiest one. Representatives of JSC Rosneft, JSC PO Fiztekh, JSC Gazprom, CJSC Metran Industrial Group, JSC Tatneft, Endress+Hauser AG, JSC ANK Bashneft, JSC Manotom and FGUP UNIIM (Ural Research Institute for Metrology) delivered their reports.

The Organizational Committee of the exhibition and symposium spared no effort in 2009-2010 to attract experts from adjacent industries – analytical chemists and laboratory technicians – to take part in the forum. This enables experts to cover any lines of activities to ensure control and quality they are interested in. The section devoted to metrological support in the chemical industry also attracted a great number of participants including JSC Sibur-Neftekhim, FGUP VNITsSMV (Russian Research Institute for Standardization, Information and Certification of Raw Materials, Materials and Substances), JSC Nizhnekamskneftekhim, FGUP IREA (Research Institute for Chemical Agents and Especially Pure Chemical Substances), NP Roskhimreaktiv, CJSC ECOS-1, Ecobezopasnost Ltd., FGUP Centrokhimsert and FGUP VNIIM (D.I. Mendeleyev Research Institute).

The section devoted to metrological support in metallurgy completed the symposium. Chief metrologists from such Russian enterprises as JSC NLMK (Novolipetsk Steel), Transpolar Branch of JSC GMK Norilsk Nickel, JSC ZSMK (West Siberian Integrated Iron-and-Steel Works a branch of EKS) and JSC Chelyabinsk Integrated Iron-and-Steel Works took part in it. The metrologists confirmed the high quality of Russian steel products and emphasized their competitive advantages.

Head of the Metrology Administration of Rostekhregulirovaniye V.M. Lakhov closed the symposium of metrologists by wishing them good luck and invited them to come back in a year.

There was a solemn ceremony for granting awards to winners of the 2010 All-Russian Exhibition and Contest Program entitled For Unity of Measurements upon the end of the symposium. The program is held on the basis of expert commissions of FGU Rostest Moscow and 32nd GNIII of the Russian Defense Ministry.

The key goal of the contest is to test devices and equipment related to different measurement products, diagnostics, tests or analytics for their compliance with high metrological characteristics and quality.

Organizations presenting their products for the For Unity of Measurements contest have a chance to win the Quality Mark as well as Gold or Platinum Medal of the exhibition, which are powerful tools to promote their products on the Russian market.

The following persons took part in the award ceremony: Chairman of the Contest Commission – Deputy Chief of Rostekhregulirovaniye V.N. Krutikov, Deputy Director of BIPM Prof. Michael Kuhne, Head of the Metrology Administration Rostekhregulirovaniye V.M. Lakhov, Vice President of the International Committee on Legislative Metrology (ŃIML) L.K. Isayev, Deputy Chairman of the Expert Commission – Deputy General Director of FGU Rostest Moscow A.S. Yevdokimov, Deputy Chairman of the Contest Commission – Deputy General Director of FGUP VNIIOFI (All-Russian Research Institute for Optical and Physical Measurements) N.P. Muravskaya, Deputy Chairman of the Forum’s Organizational Committee I.G. Zimin and Director of the Forum A.B. Puchkov.

Based on the results of the expert commissions’ activities, the Contest Commission awarded 86 measurements tools made by 46 companies with the Quality Mark in each of five nominations, and 56 nominees were awarded the Gold or Platinum medals.

Chairman of the Contest Commission V.N. Krutikov said at the award ceremony: "There is a tradition to award the most high-end and high-quality devices, the most interesting and complete expositions of our participants and outstanding metrologists and experts on the final day of the exhibition. Congratulations to all of the winners!".

Chairman of the Expert Commission, Deputy General Director of FGU Rostest Moscow A.S. Yevdokimov summarized the analysis of metrological equipment: "Dear colleagues! I would like to greet all of you with our professional holiday on this sunny day once again. I am pleased to see that the number of nominees for the For Unity of Measurements program and quality of measurement equipment keeps growing every year".

A record is made in the official register of FGU Rostest Moscow about the results of the 2010 contest, and these results are available for general public on websites of expert commissions, "MetrolExpo" forum and in mass media.
